no welfare payments on this farm!!!!!!!! | you bring up a excellent point, the consumer is aware of the rules, the organic farmer follows the rules, I think i will quoate another person right now when i simply say," you dont have to be perfect, you just have to be better then the competitor" in other words the consumer is scared of the convetional food supply and wanting safer food, they know its not perfect but in their minds the organic is better.
I happen to agree with you on this rule being abused, i urge you to write some letters to the NOP and ask them for answers, keep in mind you will get a politician answer but at least you wrote.
on another note i will tell you the long term successful organic farmer will not last long doing your described practice, as I dont know how he will keep his weeds out without lots of manual weeding via tthat heavy cow manure rates.
