So, they want the farmers to install ramps to let things get out of the tank and to also have their tanks uncovered so that things can get in?  Seems a little odd, but, what the heck to I know!!!! :)

So back to the OP, he wants these things in his tanks or the CSP is enticing him to put these things in??  Regardless, this whole thing is very interesting!
