Wouldn't suggest tilling it, reproduced by rhizomes. Tilling it makes a good chance it will spread further, can also stick to your tool and spread to different areas. 2,4-D and hornet with crop oil is killing young horsetail for me. Going to try mature scouring rush with an ams added
