Vole populations tend to be cyclical, numbers will get large and then predators will increase and voles will get diseases and many will die off.
There are some controls, but the economics may not pencil out. Check this extension bulletin, it is from Colorado, but most should apple every where.
Encourage predators, like hawks, owls, foxes and coyotes.
