The reason is they are required if you have a "public" scale in Ky.
Captive business base.
240 mile round trip to check a 100K truck scale will break anybodies bank account. Best to just get in the circle with a company you like to cut down on mileage. Still you have to watch every bill for the starting point and if you are paying for the "shotgun" position. Extra mileage and employees you don't need should not be paid for.
