Quite a few pumper trucks have a large pump and a relatively small tank. They will drain a small tank very fast if not used properly. Most are designed to pump from an external water source.
A brush truck or grass rig can put out a lot of fire using a relatively small volume of water with the proper training. I would try to find one with a foam system also.
