Between Omaha and Des Moines, 7 miles South of I80 | I have "CAT" pumps, but sometimes the one-way check valves, under those hex nuts get sticky/rusty and they stick and water doesn't want to flow thru them properly. I just remove them and use a screwdriver to loosen the "stuck disc" (valve) and reassemble and it always works. Here's a breakdown of your pump, I believe ; I'm talking about #3 in these photos:
