I don't see how either could make the groung hard, but tell me if I am missing something please.

I was referring to creating germination and/or emergence problems from 2,4-D residual directly impacting the growth of the seedling.  Wasn't referring to creating the crusting.  If you have crusting, either there's not enough mulch cover, or the area near the row was tremendously compacted by the seeding operation.
