southern MN | That would depend on the type of soil you have, climate, etc.
'Here' it just does not work that way. The next peat ground over from mine, back in the '30s, was burning for 18 months. That was the only 'dust bowl' situation dad ever mentioned. He said '88 was a lot drier 'here' than the dust bowl days ever were. Not much blew around here then either.
Now, I shouldn't promote plowing & harvesting every last bit of biomass in other areas of the country - could well give us the problems you experience 'there'.
Farming seems all the same - throw seed in the ground, wait for harvest. ;)
But, eack community has it's own differences from the 100's of variables we have. We can't use a one-size-fits-all judgement on these things.
My OM gets to around 10. My worst clay hill is 4.1. Historically this land has been molbord plowed every year since 1950. Last 10 years I've been doing less tot he bean ground, to where now it's just field cultivated in spring. Our 'real' soil is 120 feet down, glaciers piled this clay & rock stuff from Canada on top.
