I suspect that the bearing is turning within the plastic rather than inside itself. Therefore creating the problem. Maybe tighten the bolts/screws tighter to try and get it to bite? This defeats the whole purpose of a replaceable tire, but maybe try and put some sort of "glue" on the outter of the bearing and then reassemble?? Likely to never get it appart after this, but what else could be done? I hope this isn't a wide spread problem, I just put plastic ones on mine, also same planter!!!
