There are corneal abcesses, but that doesn't look like one to me. There would be a lot more inflammation around it on the cornea.

It's an abnormal growth of cornea (tough connective tissue) probably as a result of continuing unresolved irritation there preventing the corneal epithelium from covering normally.

I don't think it is worth doing anything to it. Have not had cow with one of those, but have had one with a tuft of hair in the same spot which lived close to 10 years without ever having a problem from it.

If you ever have her in the chute for some reason and the vet is there, it may be possible to plane it off smooth and get it to heal over. As you might guess, the cow is going to resent being restrained to do this, so I would just leave it alone.
