If it's hoof rot, Ayrporte has right reply, I also like to use a ceftiofur product systemically, (Naxcel, Excede, etc); however, if it is hoof rot and she's so bad she wont put weight on it at all, it may be too late for any of these to work. She could have the infection up into tendon by now, and there's not much hope for cure if it's that bad. Hoof blocks are usually used for an ulcer or abcess in a claw; either one needs to be cleaned out. An abcess will usually make a cow not want to put weight on the foot; it needs to be opened up asap to relieve pressure from the puss in it.
I'd question if this vet knows what he's doing; I've always worked on sore feet myself between hoof trimmer visits, mainly self-taught with some help from vet. Foot problems usually are simple to diagnose...this is with dairy cows though. Don't know what your neighbors cows is. We would never give Nuflor to a dairy cow for foot problems; not effective and really long withhold time if you want to get rid of her. She should get anti-inflamatory of some kind, regardless of what the problem is, at least some aspirin 2x/day.
She could also have injured a muscle or joint due to favoring the sore foot at some point.
