I have found soil with those kind of levels are fairly biologically dead, so I agree with cover crops every chance you get. Beans increase earthworm population, they love bean stubble and legumes, good time to add a grass inbetween to help your weed control and roots for other beneficials.

I think SabrEx increases my beneficial microbes and fungi while a top notch inoculant helps increase soybean root mass for the worms to feed on. More total biological activity.

I can't seem to get enough fertilizer on these types of fields so a little spring and fall and tissue test to balance your P to Zn and K to Boron really helps my crop health and yield.
