No, I am sure that a stubble fire does not get the soil hot enough to sterilize anything. Even a lot of weed seeds and stuff in the duff layer next to the soil will survive unless the fire is really concentrated. I hate to see field burning too. I am sure you don't have an excess of organic matter as it is in your area.
In some places like Idaho and Washington and maybe Oregon you have to jump through a few hoops to legally burn stubble and sometimes you can not burn. These rules came about because of grass seed growers burning their fields every year to shock the grass plants into better seed production.
