Subject: USDA soybean CO accounting question

Does anybody know how USDA accounts for 08 crop year soybeans harvested in marketing year 07-08? Do they get figured into the 07-08 supply, or are they part of 08-09 supply? If 08-09, then 07-08 CO is going to be grossly understated. On 9-30-07, 29% of the soybean crop was harvested. I was just trying to figure out why crushers don't seem to be agressively trying to buy beans.
