It varies by jurisdiction as does what would be considered a river/creek. Also tillage is one thing, different chemicals have their own setbacks, at least that tends to be on the label, and manure is also regulated differently by jurisdiction.
I would also add that more and more farming right to the water puts a target on your farm for environmental scrutiny.
