It is most likely rail dust from being shipped on a train. Clay bar the truck and you'll get most of it off, then remember to wax afterwards.

 

Unless you have a very clueless DOT your snow blades should all have a rubber/plastic edge on the bottom, easiest way to know when you are coming up on a plow truck in a blizzard is you smell the burning rubber.
