Find a heavy pipe that will fit over the axel. Notch one end to leave a lip that will fit the wedge and weld a heavy steel plate on the other end. Slip this over the axel and against the wedge and hit it with a sledge hammer. I would soak it with penetrating fluid for a few days first.
Hub wont move!
