The high carbon content is what does it, helps soak up N, gets the microbes doing something so that algae doesn't grow - because when the algae dies, it consumes oxygen, reducing oxygen and sunlight penetration, stagnating the water.

Don't think it's barley straw in particular, just might be in a high production area for barley. Personally, I'd use canola straw, since it's thick, somewhat hollow, and breaks fairly easily. But that's also only because canola straw here is priced well below it's fertilizer equivalent value.
