I have been wondering if this could happen. Does the govt. have the power to limit exports for the said purpose of controlling price, or "protecting domestic supply", or do they need some other political excuse? ie. "If you don't do thus and so, we won't sell you wheat." Like one other poster here, I don't remember the early 70's.
