Depth of rooting isn't related to planting depth. however alot of factors can determine how they grow. They will push up out of the ground to varying degress as they store nutrients in the tuber- nitrogen silos. the tuber narrows down to a taproot at about 250 psi. The taproot will "drill" down through the hardpan to open up the soil and collect nutrients storing them in the tuber and leaves. These will be availible to the next crop as the Tillage Radish breaks down quickly.
