LDP was to set a floor price for grains so someone would continue to grow them. Prices were low and gov't needed food security. Better too much than too little. PIK payments were made to idle acres and manage the grain in reserves. Cheaper paying to not grow than to give LDP's and then pay storage to boot. Some call it a gov't bailout to farmers, some call it cheap food policy. Those were still tough times!
