Driftless SW Wisconsin | I don't think 14 ga is big enough especially for a 10 joule charger. Use 12 ga.
Another issue could be having ground rods under the eaves (dry) and probably in backfill gravel and soil.
I've had good luck running insulated galvanized 12 ga leader from the charger to the fence for both hot and ground wires. Then placing 4 galvanized ground rods 10 ft apart directly under the fence and between posts so they're out of the way and in virgin moist soil. I use galvanized 12 ga between the rods.
