Use wide stay woven wire to keep their heads out of the fence. Goats hate water and will head to high ground while it floods. This will.buy time and allow you to put the gap back in. I've hung cattle panels from tightly stretched barb and lightly wired them to t posts sticking out of the ground 2 ft. They are meant to break loose and hinge like a dog door to let debris pass. Not sure if it would hold up to a goat crawling on it????? They might break the wire holding it to the posts. Cows and sheep would be fine.
