Mixing peat type innoculants in soybeans

right or wrong my answer to this has been to mix the innoculant with the talc or graphite then apply as i would the talc/graphite alone. First time i fill i may mix in the seed box but by the second or third fill i just put it on at the half full box and full box (two applications per seed box fill).
when i run out of seed or am nearly empty there seems to be a pile near the bottom of the seed box and the seed disc or finger unit are coated.
my logic says the seed is coated when it gets planted then. digging in the seed trench shows there is covering on the seed.

when digging up plants during the growing season they have nice nodules on them
