They apparently got bought out, and are now charging.
In the past they didn't charge for exempt vehicles. That sucks.

When was the last time you filed a 2290 with them? They’ve been charging for at least the past 3 years. I know because that’s who I pay my ransom money to.
It’s complete BS that it can’t be done for free on a govt website.
