Why would seed companies grow seed there?
Like transportation costs are cheep to get it all the way here?
Regulations are a false narrative. The fact you think that reveals two things. Government employee and a non business owner. Clearly, you have never wasted your time and fees and a zero “stamp” or countless other useless paperwork.
