The DOD moniker was chosen because prior to 1947 there were separate depts for the ground forces(Army) and the navy. Along with the much larger role going forward of the Air Force, it was thought that one unified umbrella was needed over all the military services. The renaming to “war” part is just semantics but we know how much semantics matter now adays. As to actually policy, it’s nothing burger.
