Got it. 

The long and the short of it, is really that states that expanded Medicaid coverage early on are doing better keeping rural hospitals open. Places like MO, Kansas, et al, have been pretty terrible at it. And, yes, Missouri residents forced the State to expand Medicaid, but the State has fought it every step of the way and has been pretty terrible at implementing it.
