In fact, rural hospitals in "Blue" states are doing better.
You can do whatever you want if you don't participate in Govt programs. Pretty simple, actually.
State rules make a difference, as well, location matters. If I want to straighten a non navigable creek, I can. Tile? Have at thee. Water way or terrace? Yeah, ok.
