Dumb question, but with the government having been shut down for a month, how did they gather the data for the report?
I thought only 'essential' areas of government were kept open. In my opinion, the government reports would fall into the 'non-essential' category.

Am I alone in thinking that perhaps the report is based on the best info that they have, but maybe they didn't get all the updates compiled due to the shutdown?
