I have a field driveway across a shallow road ditch where the steel corrugated culvert is about 40% exposed on top. County insisted a culvert was required. 15 years, no crushing yet. Semis, 650 bu gravity flows, manure tankers.
The strength comes from good dirt being well packed under and alongside the pipe.
