Don't know if this will help but placing a heavy bushing that is about 1/2" long under the flat washer and lock washer will increase the strength of any bolt. The bushing I.D. should be close to the bolt diameter. This is from an engineering book that I can't find. It will increase strength about as much as the next size bolt. New Holland used to do it a lot, maybe still do.
