They are issued by the state DOT. There is an annual over dimensional permit in Ohio that covers up to 12' wide, 14,6 tall, and a length I can't remember. The easy answer is move it on Sunday with oversize banners front and back, 12X12 orange flags on all 4 corners as well as the 4 corners of the oversize part of the load, and drive like you know what your doing.
