Subject: Single wire alternator always powering rotor

I have a 21 si alternator that I am rebuilding so I have a spare. Far as I know I have everything back together correctly but when I hook the alternator up to my 12 volt bench top power supply it start running a couple of amps through the rotor. I am going to guess that I need to to replace the voltage regulator? All the diodes seem to test out with my multi meter. Unless I have hooked up something wrong that is all I can think off and I can't think of any good way to test that single wire voltage regulator.
