My guess is the threads are already messed up on either the shaft or bolt. I always try to look up the price of a new shaft at this point to determine how much time to spend on it before resorting to extreme measures.

I'd probably try putting an impact on the bolt set to medium-low power and working it back and forth. You could also heat the shaft while doing this. One of three things will happen:

1) bolt will eventually come out and most of the damage is on the threads of the bolt (least likely)
2) bolt will come out and internal threads on the shaft are damaged (and then you have to figure out how to fix that)
3) bolt will snap off (in which case you can go down the road the other poster suggested and drill it out)
