I think it's both.

Some of the most flighty cows have some of the most flighty calves from day one - survival instinct.

We bought 150 bred heifers this spring from a local dispersal. They are rough on the facilities. Wont sort, all drive as a group, bend panels, and slam around in the chute. But after we calved them out, only one required pulling the calf, and only one failed to claim its calf. If you don't tag the calf in the first couple of hours, you have a hard time catching it. They jump up and try to suck immediately with the fluid still on them. I'll take flighty-ness when they have a survival instinct like that.
