The high tariffs during the Coolidge/Hoover administration set off the Great Depression of the 1930’s. It was a perfect storm of drought and using tariffs as taxation and lack of regulation in the stock market. Having said that, there is no such thing as a total free trade system but agriculture is totally dependent on it for market access
