Subject: Neighbor draining more water on me


Odd pocket,Illinois
Neighbor has a water hole that is not a wetland that 90% drains north through a culvert to creek and remainer goes south through a ditch on his property then across mine before going back across his to another small creek. He's now dug the ditch that drains south probably 3-4 feet deeper so instead of most of the water going north it will now go south and be dumped on me which is already a low spot. After a good 3 inch rain or so it takes a good 3 days before I'm fully drained but now will have additional water to get rid of. Before approaching him about it can he legally dig a ditch deeper than it originally was and dump more water on me I'm thinking no .This is in Illinois.
