Anyone here use premier pro cc 2018 and windows 7?

I'm having the issue of it not maxing out anything. CPU 30% max, ram 40%max, disks 20% max, gpu's 10% max.
I am new to premier but I figured it would use more than 10%CPU while rendering.
Anyone here use premier pro cc 2018 and windows 7?
