Subject: Altitude readings

North West IA/western AZ
I took off and went up to 100' and then flew over a hill and down the video a planter on the other side. As I descended on him, I looked down and the altimeter registered -12' and I was still high above him. I take it that it only gives altitude compared from the takeoff site. Is this true? I was thinking it had the ability to maintain a given altitude as it flew over changing terrain. I guess that is false.
