A friend of mine wants to get a black rifle and he wants a good one but doesn't want to spend a thousand for one.  I know there are some pretty cheap ones but they lack sights or have crummy barrels or bolts. 

I've seen stripped lowers for as little as $55 but you need a lot of parts to complete and when I've added up all the stuff I end up with as much or more than buying one at a gun show or shop.
