Subject: Water heater vent

Top middle of MO. land of green hills and grass
Looking for some guidance. Since we moved here 5 years ago, seems like occasionally water heater pilot gets blown out if wind is wrong. Not terribly uncommon when very cold to get a little combustion smell in the house, but never triggers CO alarm in the utility closet.

Today, found it was blown out. I guess since so much cold air settled into pipe, had issues getting it started to draft, had to use AL foil around the hood to get it warm and drafting.

Is there something different I need to change on the vent to make it better? Will making it of bigger pipe help, or taller outside?

Pipe goes directly up about 6” then into a almost 90, then into a pipe with about a 1 in 6 slope through the concrete wall and outside with another 90 a little upright pipe and the cap.
