Banks trying to entrap people?

East central Iowa

I saw this article and had to chuckle.  The world is a little off center I think.  In the Quad Cities there have been a rash of car thefts and the police have been doing a catch and release because the perps are teens.  So they get to go home.

In Chicago it appears the the Norfolk Southern Railroad in an effort to catch and stop thefts used what is referred to as a "bait car", that is one in plain sight with stuff in it, you know, like you park your truck with a tool box.  The thieves were caught and released and the Norfolk Southern Railroad apologized for "eroded trust between law enforcement and the community" .  I guess that you were supposed to trust that people would steal anything not welded in place.

Which brings me to the thought, aren't banks full of money just a device to entrap poor people?
