Subject: Irrigating turnips and radishes to get them to sprout

South East South Dakota/winters Tucson, AZ
After they have popped do i need to continue to water them. No rain and none in the forecast.

Just worked a field of corn stalks and planted oats/field peas/turnips/ today and the pivot is going over it tonight. This field had not had any water for a month and 10 inches throughout july and august. So will the roots grow till they reach water and then grow tops?
