Subject: Trailer brakes stuck on right side only

2000 Wilson Commander
Loaded the truck yesterday, washed it and parked it. Took the load in this morning, no problems at the ethanol plant when dumping, no brake smell and the truck seemed to ride free as usual, no dragging. Our driveway is almost pure ice, so as I was pulling in I noticed the wheels on the passenger side were locked up. Got out and the burning brake smell was everywhere and they were smoking a bit. The wheels were still turning on the road, but now we can't get them to move. With the red knob on the dash pushed in, there is a moaning sound coming from the air tank above the rear axle. Aside from that the truck can't keep 120PSI with the knob pushed in. Pull it out and pressure builds normally. Air is going somewhere. What does the valve looking thingy do that runs into this tank? It has 2 larger hoses coming off, one goes to the RR brake, and one to the LF brake.
We aren't real truckers, and its hard to troubleshoot something when we don't know how it works. We've put air line antifreeze in the glad hands and heated it up under there. It is supposed to get above freezing today, too.

EDIT: It has ABS brakes.
