Subject: Help with orfice sizing

SE MN
We have a 24 row 20 inch planter. We are running 2x2x2. Across the back of the planter is a stainless steel tube with 2 nozzle bodies per row that go down to each side of the row. We have #35 orfice plates in now. There are 2 orfice plates per row.
Our target rate is 27 gal per acre. I am planning on driving 5 mph. This is the math I did to get to a 35 office.

13.5x5x10=675

675/5940=.113

.113x1.15=.13

According to the tee jet orfice plates guide a #35 orfice should run around 28 or 29 psi at that rate.

I am running a john deere rate controller that controls a raven control valve and a 15p flow meter. When I try to Calibrate this system my pressure drops to around 8 psi and the 10# check valve turn on and off. My immediate thought is I need a smaller orfice but I think my math is right and can't figure out why I'm not getting the right pressure with the right rate.
