Subject: Bottle calf acting odd

SW MN
Have a twin that's been on the bottle for 3 weeks. Was getting a half gallon of milk replacer twice a day. Starting to look dehydrated, can hear congestion in his lungs, stumbles when he walks and tilts his head to the left. Still gets excited when i bring a bottle, but he can't finish it all at once and he stops to cough several times. I did switch milk replacers around the time this started. I tried Baytril, then sulfa pill, then LA-200, each a day apart. Any thoughts?
