"C"  drive seems to be filling with temp files for some reason. I keep reading that it's safe to delete all temp files. Supposedly Win won't allow you to remove those that are really needed, or being used presently. 

Is this really true? Is it 101% safe to delete all temp files? OR....should they be moved to one of those huge new 3tb external HD?
