8400R steering issue

Subject: 8400R steering issue

New to us 8400R barely steers to the right and when driving you constantly have to turn the steering wheel to the right. I didn’t time it but I bet you’re turning the wheel at the rate of 2-4 turns a minute. Standing still very difficult, if not impossible to turn to the right, left turn is possible but takes a lot of effort and you can feel a little steering wheel ‘slip’. Steering cylinder just rebuilt as part of doing tie rods.

Any ideas where to start looking? Could steering cylinder only be leaking in one direction?
